Rejecting a direct application if candidate is already in the database from an agency

We have a speculative applications vacancy that a candidate was submitted to by an agency, then the candidate directly applied to a different specific vacancy. We would like to put something in place to stop an applicant directly applying to a different vacancy if the are already in the database from being submitted by an agency.
