This would be useful as we have recently had a case where an applicant has started a direct application and not completed it and then an agency tried to submit the same applicant to the same vacancy and it wouldn't let them because of the incomplete application.

We agree that this would be a valuable system improvement. Currently, we are in the discovery phase of exploring how we handle incomplete applicants within the system, and we will factor your suggestion into our plans for future changes.
