Flags on endorsement forms

We have had an incident where an application has been sent over to a leader to arrange an interview and the current leader has not approved the application. The recruiter would only check this if they remember to review the endorsement form and there is alot of room for human error. If we had a flag on the application, then it would prompt us to check the notes on the endorsement form
